I didn't receive an answer from them. So I do have no idea if they think of making an offline version of the tool. But do have a look at the Color Contrast Analyser. They do offer some similar functionalities as an offline tool. It looks like a really great tool to me.

I just asked the developers of the Colorblind Web Page Filter about their plans for an offline, downladable version.

Let’s see if I get an answer and what they have to say. I will keep you informed about it.

It’s a useful tool indeed.
I do miss an on-disk solution though.
Wouldnt mind a similar function in Color Schemer Studio either.
